Checking out eBay and there's obviously tons of options for PC's to run with BI

Having trouble deciding and obviously would like to make it as inexpensive as possible.

Here's a few options I'm considering

1) HP ProDesk 600 G1 Pro Desktop Quad Core i5 4590 8GB 128SSD Hard Drive Win 10 Pro | eBay

2) Dell OptiPlex 9020 i7-4790 3.6GHz 500GB HDD 16GB DDR3 DVD-RW Win10 PRO | eBay

3) HP Prodesk 600 G1 4TH Gen Core i5 3.6GHz Quad 8GB 500GB Windows 10Pro 64Bit WiFi 888182572061 | eBay

Or any others listed you might recommend? Will be less than 8 camera system using the 5231's. I'll also be getting a 4TB WD HDD.

The 4590 will be more than enough.
If you want to spend a bit more you can often find the i5-6500 elitedesk/prodesk for under 200.

@fenderman the 4590 was the one I was leaning towards, too.

Not only is it cheap, but I was also thinking it already comes with a SSD to run W10 on and 8GB memory. Then I'll just supplement with a 4tb WD surveillance drive for BI and video.

Am I thinking correctly?

yes, it will be more than sufficient. Though you dont know what brand ssd is in there. It may not be factory. You cant go wrong for 140.

Actually, now that I look at it, I'm not sure that switch would work.

That particular switch you linked doesn't have poe. I just bought one of these https://www.amazon.com/dp/B07G5XBM3V/ref=twister_B07D1MY4W4?_encoding=UTF8&th=1 this is their "low" power version, they make a higher power version if needed. If you dont need 8 poe ports then there is this https://www.amazon.com/NETGEAR-Gigabit-Ethernet-Unmanaged-Desktop/dp/B01MRO4M73/ref=sr_1_4?keywords=netgear+poe&qid=1551032573&s=gateway&sr=8-4 which right now is about $10 more than it should be. TP-Link has and equivalent model. Then there are other models that have 4 poe with more regular ports, just depends on what you are looking for.
