Problem accessing Blue Iris remotely

I am having problems accessing Blue Iris remotely through a web browser. I followed the remote wizard and get green check marks on all steps. I went to the the canyouseeme site and it shows that my remote ip/port is open. When I try to go to that port/ip in my browser it says "refused to connect."
Any thoughts on how I can debug or fix this problem? I am able to connect to the server using my local ip. I just cannot connect via the remote or outside ip.

I am running on Windows 10 with the latest version of Blue Iris. For now I have the web server setup for http only. If I ge that working I may then try stunnel and https.

if you are using a router modem combo you will not be able to use the external address from within your network. Test using the external address from an outside network. use the mobile app and disable wifi - use the cellular connection to test.

Thank you for the quick response Fenderman! Works like a charm. I had my phone on wi-fi. Turned off wi-fi and it connected.

In the phone app you can enter both your local ip and external ip so that you can leave it on wifi when and home and it will still work
