Samsung SNO-6011R & Blue Iris

I have a Samsung SNO-6011R I use in Blue Iris. I can see the video stream fine. Couple issues i have. Currently i use the generic stream

I have a Dakota Alert sensor connected to the input of the camera. The DA is working but i cannot get the camera to trip when sensor trips. I ran the ONVIF Device Manager but the camera does not show up, the other FLIR cameras all show up.
I am wondering if the video path will make a difference? Or if the camera is bad? It should be ONVIF compliant.
Other thing i have is i log into the camera directly and it says the FPS is set to 30 compression rate 10 & max bitrate of 2560. When i look at the Camera Status on BI it shows 5 while the others show 15.

The other camera that shows .89 is also a Samsung. What am i doing wrong?
My CPU usage is really high, should i lower the fps on the rest too? will that help?
Lots of questions in 1 post. Any help is always greatly appreciated.
