Updated SOLVED: Trigger Record Delay with Hikvision

I have 19 cameras, and one is really bugging me with it's record delay. I.E. the clip starts once the motion is in the center of the frame. As a control I have another brand's camera with the same Resolution, Same Frame rate and Same settings in BI; and it doesn't have the same issue. I'm starting to think it's an issue with these camaeras, as when you attempt to use VLC or Tinycam to watch this camera directly there is a HUGE delay before you see anything as compared to the control camera. Here are the details.

UPDATE SOLVED.
I Was going to delete this after writing this all down helped me figure out the problem. For anyone with the same issue, it's with H.265+ and Variable Bit Rate vs H.265 and Constant Bit Rate. Once I changed the setting on the Hikvision to CBR and H.265, everything began to work well.
