Can I use something like this to power a tp-link POE switch ?
So I can power 4 ip camera from one wire.

A very definite NO.

You're better off trying this ==>> POE Extender RJ45 4-Port 10/100M IEEE802.3at (Power-in) to IEEE802.3af (Power-Out) for Ethernet/PoE Power AP, IP Camera, IP Telephone and Other Network equipments

That being said, you still must insure your total camera power demand, especially at night when the IR is activated, won't exceed the device's power capacity and that you comply with other requirements specified by the device linked above.
