Why is it that when I buy a pair of Dahua cameras - with different lenses - one has IVS and the other doesn't?

Back in 2016 I bought a pair of 4mp turret Dahua cameras. I think they were 4431, China-market with hacked firmware. They were identical except one had 2.8mm lens, the other had 3.6 mm lens. When I got them I found that one had all the various IVS detection features, the other didn't.

Fast forward to today. I received a pair of HDW2431T. One is branded with Dahua logo (2.8 mm lens) and the other is "white-box" with no Dahua logo (3.6 mm lens). The white-box camera does not have any IVS features, the Dahua camera does.

White-box camera:
System Version

Dahua camera:

When I do a manual firmware check on the generic camera, I get "It is the latest version". When I do a manual check on the Dahua I seem to get a time-out error - like it couldn't connect to what-ever server to check on firmware.

Is it possible to get IVS functionality on the generic camera by getting ahold of a different firmware file?

I've bought about 20 Dahua cameras, chinese market and international, different focal lengths, and haven't had any that don't support IVS. Based on that, I think it's a configuration issue. The first thing usually suggested is to verify that Smart Plan is enabled.

Yes, thank you. Disabling the smartcodec did activate the IVS menu options in the web interface.
