Just need licence plate data from HIKVision LPR

I have been asked by our local cummunity to a project to manage local traffic, although is not a subject that I am familiar with.
They are providing me with HIKVision IDS-2CD7A46G0/P-IZHS LPR camera. All I need it to collect somehow just the licence plate number.

Any suggestions of the best/simplest way I can go about this?

First, you will need an XML parsing service. Secondly, you will need a database.
