Playback is unusable

I turn on the playback function it glitches every 4 to 5 seconds sometimes completely freezes and jumps a minute, it is Choppy at the best of times even though I'm doing continuous recording the CPU is under 40% at all times gpu is under 60% all cameras are using hardware Decode by Intel, also directly connected to the switch the same switch to the cameras are using and direct to disk recording .

Try turning off hardware acceleration.

Are you using substreams?

I will turn on off HW acceleration , and I am using sub-stream but I am recording the mainstream
