Based on your post, I updated and have no problems that I can see. Can you be more specific about what has changed?

FYI, I just upgraded 4 IPC-HDW5231R-E and one IPC-HFW5231E-Z12E, all without incident, but I did reboot each & every one BEFORE applying the update. I've found in the past that's the difference between success & failure. My personal advice is to always take an extra 2 minutes to make a backup of your config and then reboot the camera before even trying the update.
 
Instead of a backup of the config I take screen shots of each page of the settings that are specific for the camera. That way there's no chance of getting a corruption during downloading and uploading to spoil a new firmware.
 
Screen captures are forever, at least until there's a disk failure and you don't run backups regularly.

I'd appreciate user reports on how well this new firmware works with different web browsers. Does it need IE for full functionality? I'm assuming no plugin is required or available.
 
I only used IE when working with mine. It did ask about a using a plugin, but the plugin was already installed. I haven't tried Brave, Chrome or Edge.
