Your camera is most likely having issue in auto negotiating the speed/mode and ip addresses with the POE switch. You should be able to see the symptom from the logs files of the camera. Static IP and network mode (e.g 100 mps, full duplex) may just solve it.

Can you use the ICRealtime mobile apps on the same LAN as the camera. If yes, it is more likely a port forwarding issue.
