I tried resetting to defaults but both issues persisted, so it would appear that the code is buggy, at least in the few areas that matter to me. I put together all the TFTP info in a way I could make sense of it and now I'm back to 3.0.10. Both features are restored and the box is working...

I've just upgraded a recently purchased 7608NI-E2-8P from 3.0.4 to 3.3.2 using firmware I located on Hikvision's EU servers. The process worked a charm, but now I no longer seem to have the ability to use push notifications, and e-mail alerts don't contain images of motion trigger events...
