On my NVR (NVR5216-4KS2) it is certainly possible. You can set the PTZ to go to a preset on idle, and add a timed task to do a tour. Not sure if you can do this on the camera alone.

Just far fetched things to try: is your mains voltage within 10% of the norm? Don't you have devices with high interference by the cable?
Can you please explain why you need to sync time to NVR manually? Because my setup, which is sync NVR with NTP, and sync all cameras on a signal from NVR, seems to work fine. Thanks.
