This solved it!!! So, the problem was created when I first received the camera from China, I plugged it into the NVR to test and make sure it works, because of a short return window time frame. Once I did that, the NVR overwrote the IP address of the camera and it is no longer 192.168.1.108...

I tried many other IP addresses, but nothing worked. There is No Response when I ping the camera at 192.168.1.108. Yes, the NVR does pickup the camera.
