The problem seems to be that the IPC SW is requiring adobe flash OR the own specific add-on. Both is not more able with the new Chrome or FireFox. Hence it seems to be able only with the old internet explorer or via Smart PSS. Both is BAD!

Strange: on this computer I tried months ago and also today to install Internet Explorer 11 - without success. There the exe-file is NOT there. When I look into the directory of my other computer: it is there and it is working !! When I try to copy the files from the proper working internet...

Not really: Maybe the problem is, that my system is already upgraded to Edge? Do I have to downgrade it?

I tried Ruffle as a replacement for Adobe flash. Result: Ruffle stated "Something went wrong :(", "Ruffle failed to lead the SWF file, The most likely rason is that the file no longer exists, so there is nothing for Ruffle to lead. Try contacting the website admininstrator for help." Hmmmmm...
