Looks like D06I31 to me - one thing I've done in the past on plates that was helpful is I ran my video in VLC and had it export all of the still images - let's you find the right frame with the best zoom. Where is your camera mounted? Mailbox? Is it hidden?

I have a HikVision mini dome (2542 US version) that has line alerts setup that constantly stop working. I've had the camera for 2+ years (purchased from a reputable US seller) - the line alerts will work for several months, and then just stop (the camera and recording continue to work fine)...
