I wondered the same thing at first, they already have Oswald in custody, and then dead.. and they're looking for another shooter.
There are a lot of pages beyond that and you get the clear idea they are searching for another possible gunman

I thought it was more of trying to understand who, if anyone, was behind LHO, backing him from Cuba.
That as well. They were looking for any connection to Cuba as I read it.

CIA rejected the single gun theory cause they provided the 2nd shooter

She said they will continue to digitize files and release them as they complete batches.

Too many hints to ignore IMHO. Oswald was some type of US Intel asset. Remains to be seen if he knew that..
