What? replace a Mini PTZ with a Turret? I mean sure if you are not using the cameras Zoom or PT features and it is just a static camera for you then sure use a Turret that will work with the area of interest for your cameras current location.. Personally if the dome is damaged I would look for a Replacement from a used camera that can be found on Ebay or some other market place and or even mount the camera in a real PTZ housing that you can find from Samsung.. I mean I have a Indoor Samsung camera that I was able to buy a outside housing Made for the camera but could easily setup to work with your camera.. Just won't be a mini anymore.. I can't do without my PTZs. Even if I don't use them for a while I always have a need, I am not normal though lol..

Mostly the camera is static.
It doesn't have auto tracking feature.
I sometimes manually track people or cars but it's rare (the camera doesn't have object detection).
If it will not get damaged by the sun, I prefer to keep it there otherwise, I can replace it with a turret.

I also have a tour configured, once a day to survey large area, maybe helpful if something went missing I can check the tour recording and notice what day.
But again, this is not a must.
