Having read a couple of descriptions of the big heist, it was a rather empty restaurant, at least 2 SS guys watching over her, but yet this Pro thief sat beside her and stole her purse (rather large bag in fact) right out from underneath them.

I'll guarantee you that it's more than 50%, I'd bet it's closer to 100%. They may not personally have millions in their personal bank accounts, but they can access millions 24/7 365 to use personally.
Kind of like how billionaires give themselves $1 in salary, then use their CORPORATE jet, corporate yacht, etc...
