HELP! Re-configure IP camera IP address.

Hi All IP Camera experts, hope you are all well.

I would like your help/advise on the below:

Current Situation and Problem:
1) I have my IP POE camera 'HD46F' fitted to my home's outer wall, in a high place.

2) The camera is connected directly to the NVR recorder's own POE ports

3) The NVR is able to sense the 3 IP camera connected to it, but it will not display the live video (from the IP Cameras) to the monitor of the NVR. I suspect it's something to do with the configurations of the IP settings.

4) The NVR's has network (internet) signal going to it and 'NETWORK TESTING" comes back as "OK". The primary gateway to my ISP is 192.168.4.1

6) I suspect the problem of not being able to display the live video by the NVR is linked to the mismatch of the IP addresses of the gateway 192.168.4.1 vs the camera IPs 192.168.1.111

There is no option to change the IP address of the IP camera on the NVR device. Therefore I suspect, I need to log-in to the IP camera device itself and change the default IP setting of the IP camera locally within its menu settings from 192.168.1.111 to 192.168.4.111 for example.

8) The camera is mounted highly outside and is not easily accessible. Therefore I would like to find a way to gain access to the IP camera menu settings through the Cat 6 ethernet cable from inside of the house.

9) Is there any devices which I need to buy that will allow me to 1) power on the camera 12V, and 2) provide data access to the IP camera? I have tried using a POE splitter device which didn't work.

Couldn't you match the NVR/Router network settings to the 3 x IP cameras IP segment/allocations.

I have certainly thought about that too! I have a Amazon Eero 6 router, I think the 192.168.4.1 is assigned by the Eero/my ISP? so I am not sure if I can change that? If I am able to do so, then this would be the simplest way. If you know how, please advise me with instructions.

I'm not sure on the possible complications of changing the Amazon routers gateway address and DHCP assignment. Sure it would be possible and this would elevate the need, to access the three IP cameras to configure. Most routers are configurable from the default settings.
Perhaps source the manual/documentation, for the Amazon router to help with this.
 
You don't mention the name and model of your NVR, however my understanding of NVR, they keep the cam network separate from the NVR device out-going IP address that connects to your router via DHCP. This is to protect attacks on your cams. Note that many NVR devices may only like the same brand cams as the NVR.

You can test your cams by connecting a computer/laptop with a wired connection to the cam network and check to see if you can get to the cam web interface using a browser or try using VideoLan's VLC media player to connect to the cam video (rtsp:/user:password@192.168.4.111:554, i.e. rtsp:/admin:admin@192.168.111:554/)
 
A POE NVR places the cameras on a private subnet that is supposed to be a different subnet from its LAN; this is intentional to isolate the cameras from the Internet!
You should not, and likely won't be able to without making other settings, place the cameras onto the same subnet as the private server managed by the POE NVR.
