Can I turn this off for external access? I want to be able to use the page internally and the iphone app over cellular and internally with wifi but I want to have a blank page for my ip address and port for anyone outside my local network.
Not sure what you are asking but if you turn that off (eliminate need for user and password) for external access then anyone can freely get into your camera feed.

I want to disable the web page for external access. I still need the iphone app for my external access. I want the web page and app for internal access.
Delete the port forwarding rule you created in your router. If you did not create one, then it may have happened automatically via a feature like "UPNP" or "NAT-PMP" (not sure if Blue Iris supports these). Anyway those are features you should turn off in your router if you can find them.
