    This looks like a bust over stolen catalytic converters. Curiously, only the driver was arrested. The passenger was released toward the end of the video.     I'm really not sure. They are easily frightened by various things. A few minutes after this a lady came walking down the street talking on her cell phone. She walks that way every day. I think they might have heard her voice and decided to get up that hill in a hurry.
