    If these are the inbound/outbound rules then it should not have stopped the access via VPN, as once you are connected via VPN you are already inside. Can you access anything else within your LAN via VPN? Network share or even the routers internal address?

    Is the camera connected to the NVR via the POE ports or through the network? If it's through the POE ports, I'd try factory resetting the camera and allowing the NVR to auto configure.
