    sorry for taking so long to get back to you guys, i did some experimenting and found using the max bitrate helped on most cameras experiencing the pulsing issue. on one cam though, even on max it did't help. doubling the iframes from 15 to 30 made the pulsing go away (the cam runs at 15fps)...

    that's what i did. would you believe motion detection was off in edge, chrome, firefox but when i opened it in IE, it showed it was enabled! so i disabled it in IE. i may just end up defaulting all the settings in the cams and start over in IE.
