    For what I see it is seem this picture is a collage of multiple pictures so could be done by any kind of PTZ camera, take screenshot every xx degrees and assemble them all into one using picture tool for such purpose.

    those 10.x.x.x IP are not outside IP unless your IP is used by some gateway that do NAT/PAT on which external IPs connect to and then it is its own 10.x.x.x internal IP that is showed in your LAN.

    According to tech spec on description's page CMOS is Sony IMX322 not bad, picture show F1.2 Lens so it is (should be) good too but why do you want to turn IR it off ? I mean by night your camera will see nothing or very noisy or ghosted movements but may be you have sreet lights that may help ?

    Interesting model, HI3516C + IMX322 is a not bad, did you try teardown the camera ? you could simply pull off LED wire's connectors, that's what I do if firmware don't allow to turn IR off. IR Led close to Lens attract flying bugs too much (one of the problem among others).

    Many cameras use same firmware because they use same Chipset but the way the IRLed activation is handled may differ. You link is not good :-(

    That's it ! so you may simply use the 12V power supply of your camera and a pair PoE splitters to inject the 12V on one side near the switch and extract it on the other side into the 5.5 jack power plug of the camera.
