No, only if you wish to use them. I use "IPcam-combined" because it looks for deer, who like to eat my landscaping. But if you have it checked, and a custom model doesn't show, that's where you might have issues with alerts. I think if unchecked then your problem lies elsewhere.
In the main BI settings, under AI, do you have "use custom models" checked? If so, are they any listed in the box? If not, restart the Blue Iris service (windows services), assuming you have BI set to run as a service. I find anytime I update either BI or CPAI, I need to restart the BI service...
I have same deer issues. Lights do not phase them. Sprinklers might, but they tend to go off all day despite the claims, and they aren't useful when it gets cold (freezing).
I have several Dahua cams, and though the camera's IVS won't detect deer, Blue Iris, combined with CPAI, does a great job...
I had many "Events: Request 8000ffff" at 3am also, on many cameras, but all have onvif authenticator: OFF (but I do have "get Onvif trigger events" checked ON as I do use the camera's IVS). Recordings were not impacted.

I have seen that any updating of BI version requires at least one, on occasion more, restarts of the Blue Iris service in windows services panel, in order to see the custom models in BI settings/ AI tab
If you are asking whether 15fps is hobbling any camera functions like motion or alerts, then no. I think 15fps is what most of us use, what is recommended here, and enough for the intended use. All my cams are15 fps... both main and sub.
