My pulsing mostly disappeared with: H.264H, General, 15 FPS, CBR, 10,249 Bit Rate, I frame of 15 and highest resolution for the main stream, and same for sub with bit rate of 1024 with "d1" resolution.
I tried the same settings, except I raised the Substream to 1024, all else the same. Both the Main and Substream have been steady all day, with clouds/sun, and cloudy. We shall see... I'm optimistic.
Raising the bit rate, etc does help lower (if not eliminate) the pulsing in the Main Stream, but most of the pulsing I see is in the Substream that is displayed in the BI layouts. And I don't see how one could effectively raise the bit rate enough in Substream to get rid of the pulsing without...

I have the same experience using a 4kt in corridor mode... BI motion with cpai works fine, but I was trying to move to all IVS in camera, and IVS wouldn't trigger with a person in corridor mode.

No, only if you wish to use them. I use "IPcam-combined" because it looks for deer, who like to eat my landscaping. But if you have it checked, and a custom model doesn't show, that's where you might have issues with alerts. I think if unchecked then your problem lies elsewhere.
In the main BI settings, under AI, do you have "use custom models" checked? If so, are they any listed in the box? If not, restart the Blue Iris service (windows services), assuming you have BI set to run as a service. I find anytime I update either BI or CPAI, I need to restart the BI service...
