Are the plates showing up if you test using the CPAI Explorer?

I just tested with 2.2.4 and 2.0.8 (both CPU versions) via Docker and the license plate recognition didn't work with those either via the Explorer page. Something has to be wrong.

Under the Install Modules tab do you have License Plate Reader version 2.6 installed or a different version?

Install worked and modules installed fine. I'm still having an issue with the License Plate Reader module not working though. Can anyone else confirm this via CodeProject.AI Explorer?

I noticed this issue after upgrading from Windows version 2.0.8 of CPAI. The only reason I upgraded was for the Coral TPU functionality. I haven't tried downgrading back to 2.0.8 myself, but I have been having the same ALPR issue as you for a few weeks without any other changes to my setup.

Corrupt DB. It has happened to me if i accidentally ran out of harddrive space. I do nightly backups so I just restored from the night before instead of doing a rebuild. You can do a rebuild if that works better for your situation.

Yes, the RTSP stream does not have any sort of password which does not matter for my use case. The internet access can be blocked for the cameras which eliminates any external threats. The only thing is that they would need internet access to modify a setting. I don't plan on changing any...

The high CPU usage is for Agent DVR, not Blue Iris. Probably caused by the transcoding of RTSP H264 to MJPEG.

Added 4-5 camera using this method. 30% CPU (i7 12700) usage (even with GPU) just from Agent DVR. Blue Iris machine is separate. Definitely not a long term solution.
