    Do not use uPnP. I would disable uPnP in your router. Manually setup the port forwarding rule in your router. Also, do not use a well-known port; use a port greater then 1024.

    You could build an IPSec tunnel between your router and the router at your neighbors home. This is what I did to allow BlueIris to monitor/record a camera that was at another location.

    Have you considered a more low-tech approach? A chain saw and some tree trimmers. I did that with a tree that was giving me the exact same problem.

    BI is great, but the UI leaves something to be desired. It is the most cost effective solution I have found: the software costs around $75, and the server I bought cost about $150.

    Why would that disable all the cameras? You would do this temporarily to get connectivity to the rogue camera, and then change it back.

    The MAC should not be the same, all MACs should be unique. They may be similar, but must be unique.

    The 192.168.123.x is probably your other camera. Can you compare the MAC? To get to it, you will probably need to manually configure the IP address your PC.

    Sounds like your camera has a static IP assigned to it. You will likely need to connect to that camera and either set it for DHCP, or manually set an IP. Also, 192.172.x.y is not a private address, it should be in the 192.168.0.0/16 range.

    Once you are on the Internet, a lot of things can happen. What is your upload speed? Did your provider recently start throttling it? Is there anything else uploading to the internet on your network? You could try configuring QoS and prioritizing traffic to the BI server.

    no-ip just forwards the DNS record to your IP address. You will need something to dynamically update the record with no-ip; I believe BI can do that.

    I assume the problem is your WAN address has changed, but your cell phone is still using the old IP address. Use a free DDNS service ( Free Dynamic DNS - Managed DNS - Managed Email - Domain Registration - No-IP ) and point your phone to that address.

    If you are doing a remote client VPN, it would still be possible for someone to access it if they crack your username/password, unless you are doing some type of multiple factor authentication.

    If that is your FW log, its just showing you the TCP connection from the internet to your BI server; they might not actually be logging in. I would check the BI logs to see whats happening.     Interesting. I assume Media Prioritization is some type of QoS. I am surprised that on your home LAN you had enough traffic to "drown" out your camera. You might want to check and see if any devices on your home network are generating an excessive amount of traffic.
