No there won't be any flicker... you are confusing analogue video output.

PAL will work fine, you will be stuck at 50 FPS max, rather than 60 FPS NTSC would give you. You should be able to flash new firmware on the camera though, so best to investigate further into this issue. Newer firmware's will have a setting to toggle between PAL and NTSC without a dedicated...

I think you are missing the initialization process on the NVR when you connect a device to the NVR.... It should be like this... I don't have my camera attached to a NVR, I initialized mine through a web browser... you can do this through Smart PSS too though. Assuming have it connected...
