    I had one camera that would not update and did the same thing. I ended up using the windows config tool software and that seemed to work fine. Afterwards I was able to use the web browser for every successive firmware version so it just seemed to be an issue with that firmware.

    That's correct you can run the NVR without hard drives installed. I had mine connected / disconnected for about a week messing with it until my hard drive arrived.

    The rebooting issue is in firmware 620. Post #32 in this thread shows a picture of the change log entry for known issues. I did update two of my cameras to 717 and they seem to be working fine although I haven't really done anything in depth. I'm sure Andy will have his version of the 717...

    The 200717 firmware is on the dahua wiki website available for download. As far as the IVS i actually didn't have any problems myself (I don't use IVS yet i need to learn how to) I just read in this firmware thread where the cameras would reboot and have issues after an IVS event was triggered.

    Dahua serial numbers don't match in the software

    The chinese region camera models typically end in C-A and cannot be updated with dahua firmware. If they do get sneaky though it's always best to buy from places like aliexpress with a credit card. It's a last resort if the seller won't comply but at least you can do a charge back.
