70% utilization

Hi I've heard the recommended maximum utilization (ethernet link ) should not exceed 70%. I believe that there are experts here regarding standards/documentation (i.e. TIA/EIC). I wish to know, from where standards did the 70% came from. Thank you again. this is my first post :)
