Access control menu is empty and un active for Hikvision iVMS 4200 software

Hello friends,
I'm facing a problem with the Hikvision iVMS 4200 software, the problem with the access control menu, its appearing empty and un active as shown in the attached image !..
Please advice me to solve this problem ..

I think you actually have to add the access controller first, but that menu by default is only available in the admin login, and when you set up other users you have to enable that menu for them.
