Where do I adjust the zoom for a IPC-HFW5241E-Z12E? I looked at the manual and it is supposedly under Setting->Camera->Conditions->Conditions (not sure where that is)-> ZoomFocus. I don't see such a menu. Please see the attachments.

From the main viewing GUI is an icon bottom left that if you select it, it will open up on the right and then you have a bigger image to look at than that tab you are using.

And make sure you are using Internet Explorer, not chrome or edge with IE tab.

Found it. Thank you! Better now but it still needs improvement...

Or you can click on the "Focus and Zoom" tab that is part of the three tabs shows in the second picture. (Conditions/Profile Management/Zoom and Focus).

Being that low to the ground, auto focus won't cut it.

Park a car or stand where you want to IDENTIFY and then manually focus it to get the clean image. But first make the step 1 instead of the default 20 so that you have more granular control.

Clearly, being on the ground won't cut it. See the attachment. You can't even see the street anymore. Apparently you have to adjust the cam so there is nothing close to what you want to focus on (the license plates on the street). Having said that, that position was never meant to be the real position, I pretty much threw the cam on the ground to make sure it works and I can adjust the zoom. The goal is to have some kind of mount 2 feet above the ground and a bit closer to the street to reduce the angle (though right now it is well hidden behind a fountain and it would still be if I lift it a couple of feet, but the angle doesn't seem ideal).

I'd also note that for something like license plate capture, you really want to use manual focus anyway. That's because usually the camera is zoomed in so far that if the camera auto focuses, it won't have time to lock onto the subject before it completely passes through the field of view. Plus, your intended target area shouldn't move, so setting a preset manual focus should work fine.

I will note that daytime and night time focus is slightly different if you use IR light. I guess the IR filter changes the focus ever so slightly. Most of us use a schedule to change the manual focus setting (it's stated in a decimal number like .2312) for day and night. Read this thread for more information. I personally don't use the external app, but use the BI "PTZ" options and schedule to send out the url command that changes the focus settings. Although I did use the app to "read" the camera's focus settings so that I knew what number to use with the URL command.
