I am looking to power the doorbell off the 120v floodlight with the outdoor usb power adapter

The 1950 house don't have any wire for doorbell at all. And in a spot that is hard to run Cat cable to it

Looking to cut off the 120 side and splice it off the floodlight

Why not mount a conventional (120VAC input, 16VAC output) doorbell transformer in a weatherproof box or location, run the safe, low voltage wires over and then buy an easy-to-find doorbell that is powered by the doorbell, as most are. Many on here recommend the Reolink, I have 2 of the Wi-Fi version because all I have is the pair of wires from the doorbell transformer. They work great!

I can't find a way safely do the transformer in the outdoor as the transformer can't be in enclosed box. And on the other side of the doorbell wall there is no 120 outlet. It is a small hall way that is cut off by fireplace. Only power source is the light switch but due to the old building code the switch only have hot no neutral. So I am out of idea

Have you considered contacting a licensed electrician? At least discover what they say they would do and/or handle it.....you may get some good insight. Estimates are generally free.

EDIT: He may be able to put the transformer inside where it's out of the weather and run the low voltage through the wall to the doorbell.
