Are the browser plugins downloads built into the firmware?

Are the downloads for browser plugins to view the cameras GUI built into the firmware or do you need internet access to download them? I've never tried to install one without being connected to the internet before. Curious because of the install I'm doing wont have internet access.

Pretty sure the plugins are downloaded from the camera itself if that helps..doesnt reach out to the interwebs when you afre asked to download one.
