Axis 213 PTZ Setup Help Needed

Hello, I have an older model PTZ, an Axis 213. I downloaded their IP Utility. The camera shows in the utility but the the IP address fails to assign. I am completely new at this. The Axis installation guide says:

1. Acquire an unused IP address for your AXIS 213. (AXIS IP Utility detects the subnet your computer is connected in. The AXIS 213 must be installed on the same subnet).

2. Connect a standard RJ-45 network cable to your AXIS 213 and connect it to the network.

I'm unsure as to what those instructions mean and unsure how to do them. The IP address the utility detects just comes up "failed to assign" every time. I'm installing on a Windows 8 PC.

-try pinging the IP address displayed by the utility.
-try connecting to the camera with a web browser using same IP address
-by default, the camera may use root/pass as the username/password
-Factory default it if necessary
-You may need to reconfigure your PC network settings temporarily to match the camera (camera may be assigned 192.168.0.x)

Hi again. Yeah, I have no idea how to do pinging or connecting to browser. Can't understand the guide's instructions. One block for me is I don't know how to "acquire an unused IP address."

EDIT: OK in RUN I entered ping and the IP addresses. "Unreachable."

EDIT: Getting somewhere: entered DHCP server and IPv4. "Already in use."

EDIT: Used Advanced IP Scanner. 217 unknowns. Selected one unknown in the range of my IP address. It worked, it assigned. Am able to open the control interface; live view appears but there is no image. Features such as pan / tilt are working though. Sign in (user Name / password field) appears but will not accept my input; says "Your connection to this site is not private."

What IP address does the utility say the camera has?
Hi, thanks. It's confusing. The utility shows an IP address when it opens: 192.168.70.6. But when I assign IP address, another window opens with a different IP address. I've even tried typing in both and even typing in the subnet mask. They all return: "unreachable."
