Besides the direct Ethernet link via cable, is there a way to setup an Ip camera wirelessly without Internet access?

I have an ip camera currently setup through a wireless router with xfinity internet access and it works fine. But I'm quitting xfinity to go with internet access via mobile data, and I find that because the ip-camera uses the internet, even just for standard quality images, it chews through the mobile data at about 7gb per day. So is there a third party software that can link up to the ip-camera which doesn't require an internet connection? Name of my ip-camera and android app name is iCSee, also I'm running this app through a bluestacks5 which is an Android simulator for PCs.

Most of us here get cameras that do not require internet to set it up.
