BlueIris live view lagging

I switched from an old PC to new PC and since then BI live view is lagging or just stuck on a particular frame, recording and live view from camera console is fine.
sometimes I will see frames that are 24 hrs old, I have to double click on that particular camera view in BI to refresh.
if i have to define lag is seconds, I would say it is just stuck until I refresh, the time stamp on BI camera view does not match with system time and live view of the camera from camera console/interface.
I have gone through multiple post and applied all recommended settings but the issue is not fixed.

BI Version: 5.2.6.5
5 dahua and 1 Ankee camera (T24IR-AS-2.8MM, T2431T-.28MM, HDW5231R-ZE)
CPU: i7-6700
Memory: 40GB
Display adapter: NVidia GeForce GT 730
PC is directly connected to POE switch

Limit live view is set to 1 FPS ( I have tried 10 FPS but that did not help)
Direct to disc recording enabled
Frame rate set to 15fps on both the camera and in Blueiris
excluded Bi folders and the BI .exe file from AVG anti-virus

While it may or may not be the issue, it is best to use H264. Or at the very least have the mainstream and substream codec match (right now you have them as different).

Turn off hardware acceleration at both the global setting and in each camera setting in BI.

Is the lag thru the computer and a monitor or via remote viewing?

If remote viewing, make sure you have the Video during Remote Desktop as unrestricted:

I applied the settings you suggested and restarted both BI and Camera but it did not help.

Encode set to H264 on mainstream and substream

it was set to NVidia NVDec, I set to it to No.

good point, I did not test from computer / monitor. I will test and update but currently I am testing remote and I did set video during remote desktop as un-restricted but no change, it is still lagging.
 
Try it with a monitor hooked to the computer and if shows no lag, then look for a network card or switch that is the bottleneck.

Maybe the network card has a driver issue or it is set to lower Mbps by accident.

OK I would confirm BI files are excluded from anti-virus.

Pull-up Task Manager and see if anything is running taking up resources.

Did you install a clean Windows from media creation tool?

Are your cameras going thru the router?
 
It is same setup I had before I just switched the PC and since than I am experiencing this lagging issue, No lagging even from WebUI.

What I noticed is, the time stamp is also not refreshing on BI console but it is in sync when I test from WebUI.

Cameras and PC both connected to switch, which is connected to a router.
 
There is a pause button just above the cameras on the top right corner. Make sure that pause is not active.

Also if you have enabled "limit decoding unless required" on camera properties > Video tab, that could be contributing to any live view problems.

Another few things to check:
Blue Iris Settings > Cameras > Limit live preview rate: Try this unchecked and also checked and set to 5 or 10 or 15 FPS.
Blue Iris Settings > Other > (Advanced section) > Scaling: Fast
