I have two 4MP dome cameras. When I look at the alert pictures they are very blurry. My settings are saturation=50, iris=manual, 1080p, variable bitrate type, 6144 Kbps, highest quality, fps=15, I frame=20. I do have it on a schedule if that matters. I can't seem to find the exposure settings.

dont have to turn it down to zero, but it seems anything over 25-30% hurts more than it helps..

Set the iFrame to half of the FPS. In this case go 7 or 8. That worked for me when i had a similar problem. My DNR is set to between 20-30 for various cameras too and i don't have the issue anymore as long as i use half the iframe rate.

If by "blurry" you mean the ghosting on the person on your photo, try raising your fps to 30 and setting iFrame to 15, or half the fps (as recommended by PSPCommOp.)
