Have the video settings been changed? Like Hue, saturation, etc? May need to reset the camera.

Usually just powering it off/on will un-stick it. Sometimes a sharp slap to the housing helps

The IR filter is a piece inside the camera that physically moves when the camera switches between color/BW mode. Manually trying to switch between color/BW mode a few times can sometimes cause it to unstick. Sometimes tapping on the camera as you switch modes helps too.
