Can I use the Vigilant VSR‑20‑935 outside of Car detector

Hi everyone, hoping someone can help me, sorry if I am breaking any rules by posting this but Im hoping someone can help me.

I have several Vigilant VSR‑20‑935 LPR cameras. All the default IPs I can find online don't seem to work. I am curious if these have a readily accessible web interface or if there is a default IP address for these, nothing I have tried seems to work. Or at the least if there's a readily accessible feed that can be accessed?

I have it connected to POE+ and it seems to start up fine, lights, IR on etc.

Would love any insight on these cameras. Thanks!
 
Here's some info I found, may or may not help. The camera likely has firmware that requires proprietary software and licensing available to law enforcement or other agencies that deploy these LPR camera systems:
