Cant get Axis Cameras to Connect with Everfocus Vanguard II 16x8H

So I am having this issue with getting axis cameras to connect with this DVR/NVR for a client. I have worked multiple days trying several different things to make these cameras work and they just wont. I know that the DVR/NVR supports these cameras through ONVIF and I had the cameras temporarily working for about an hour until they just randomly stopped working. I was also having issues with getting the cameras to show using the sub stream which is what I was troubleshooting when all the cameras just stopped working. I managed to get all the cameras to show through the ONVIF discovery but when I try and connect to them it just says connection lost. The DVR/NVR is also not receiving the subnet mask when trying to connect through ONVIF. These cameras and DVR/NVR are directly connected to a 1960 48G 40p Class 4 8p Class 6 PoE 2XGT 2SFP+ 600W Switch. I'm unsure if this might have something to do with this problem, but there is a Fortinet FortiGate firewall connected to the switch that connects everything to the internet, but I would assume that all communication goes directly between the cameras and the DRV/NVR.

I have tried using the newest Axis OS update and the Axis OS LTS 2022 update with no change.

Any ideas or suggestions would be a huge help!

I seem to have figured out the issue. The Vanguard DVR didn't like the fact that I was using H.265 even though it says the DVR supports it. Also a note that with Axis cameras, you cant choose what ONVIF stream profile you want to use. The DVR will always choose the first 2 default profiles as Main Stream (default h264) and Sub Stream (default jpeg). I had to configure them both as h264 because this DVR doesn't like jpeg as the Sub Stream.
