Can't get Dahua cam to show up using ConfigTool

I have 2 IPC-HDW5231R-ZE camera's that I got from Andy via Amazon. Everything was fine and then one camera got water in it and died and Andy replaced it. I cannot for the life of me get the new camera to show up in ConfigTool. I have internet via U.S. Cellular and the segment IP is 192.168.0.1. I realize the camera would be preset at 192.168.1.108. I have changed the segment in ConfigTool and the new camera does not show up. I am using ConfigTool 4.08.0. I even tried another camera from Andy and it doesn't show up so I am sure it is something with my system. Keep in mind one of my camera's is still working perfectly. Any help is appreciated.

Plug PC directly into cam with Ethernet cable.
Give PC static IP of 192.168.1.22, subnet mask of 255.255.255.0, no gateway or DNS1 needed.
Try Config Tool again or if no joy, reset cam and try browser with 192.168.1.108

Tony R. I figured it out. Windows Firewall was blocking it. I turned it off, found the cam, initialized it and turned the firewall back on and all is ok.
