I've tried several different IP addresses that are free on the network, but it is not taking for some reason. Any ideas or suggestions on how to get it working?

... and is there already a camera connected to the network with the IP address of 192.168.1.108?
I thought it did not post because I did not see the post, but I now realize I needed to scroll for a mile to get past all the sticky threads.
I shut down the Config Tool and reopened it. I attempted the change again, and it worked immediately.

Easiest to connect directly to the camera in question with a browser and the camera's IP address. No config tool needed.
