Decided to change a camera to static ip and changed last part of IP sector to 255. Currently I tried to connected IP cam using a Ethernet switch port poe to my IP camera. Using wireshark shows that camera is trying to communicate from 192.168.1.255. Camera is working fine and changes to IR lighting in low light. I changed my laptop IP to manual and tried with default gateway of 192.168.1.1 , netmask both 255.255.255.0 and all 255 , IP 198.168.1.254or253or250or any other last IP number. Seems that last port 255 preserved to internal usage or something else. When changed manual IP to presumably ipcamera the laptop just refuse to establish connection, so IP is correct. No proxy. All addresses I tried was http. Reolink RLC-810A don't have reset switch. That's bad.

In your instance I'd give laptop a static IP of 192.168.1.100, subnet mask of 255.255.255.0, no gateway or preferred DNS IP's needed, plug directly into cam or POE switch with no other devices plugged into it and log into the camera at 192.168.1.255 then change it. Configure it to a unique, static IP in the 192.168.1.XXX subnet but OUTSIDE of the router's DHCP pool (if there is a router).

If a router is on the LAN I use IP's outside of the router's DHCP pool and even change that pool's range if I have to. As an example if the router's LAN/gateway IP is 192.168.1.1, I set the DHCP pool range from 192.168.1.2 to 192.168.1.199 and that leaves me 192.168.1.200 to 192.168.1.254 for my static devices (IP cameras, printers, etc.). I avoid 192.168.1.255.

According to this, the Reolink RLC-810A has a reset button on the pigtail.
