CCTV streaming has distortion

I am streaming from 4 CCTVs to my device and one camera has bad noises.
I used gstreamer to stream.
Three CCTVs are ok, but one has bad noises.
That CCTV has also been streamed to NVR from mainstream and at display it is fine.
My device is streaming from substream and image has a lot of noises.
How can I solve and what could be reason?

Have you substituted a different cam? If not the camera it is the cable run.
 
He said the main stream displays fine and the problem is only the sub stream on this other device (ubuntu from the look of it). That does not seem like a bad camera or cable would cause this.

Maybe your player is buggy. Try loading the sub stream in VLC media player. If it is still bad, try changing the sub stream's encoding settings to see if a different codec or resolution behaves properly.
