Combine or Cut clip length question

With the settings below my clips won't be an hour long each since I'm not recording continuously. What determines the length of these clips, the actual trigger totals during the hour?

The time or the GB, whichever comes first.

I have it set for an hour but you see the clip lengths above. Just trying to confirm the lengths are from the combined triggers during the hour.
