Creating a Timelapse Video

I have a camera that I get images from as a single JPG image. It is limited to a single FPS. I would like to create a timelapse video every hour (and or day). However, the only way that I have been able to get a smooth video is to record it as a BVR file (1 fps), and then manually "export/convert" the video to an MP4 at a different framerate (say 90 fps).

Is there anyway that I can either

1. Create this directly to an MP4 using the alt/framerate during recording? Everything I have tried has resulted in a very choppy video that a lot of frames are just dropped. For example, if I choose 15fps, I actually wind up with a video that is 15 sec/frame.

2. Automate the conversion of the BVR file when the recording is completed. I'm using the "combine/cut video every 1 hour" options, so when the video is doe for that hour, it should be converted.
