The Dahua hdw3541 camera gives an IP and after a few seconds it is reset again!

I programmed Bios
I change crystal oscillator
I change ccd LDO regulators(cadmac)sop5
And,…

But not resolved!
is ccd image sensor burned?
what should i do What parts should I replace?

Did you change the dilithium crystals?

First thing I would check is a conflicting IP address
