Dahua NVR 5216-16p-4ks2 wont boot after firmware upgrade

I uploaded new firmware onto this unit and now it wont boot up correctly.
I am plugged into the RS232 and get this. It wont accept pressing the * during boot.
after 4 attempts it tries to restore. Does this several times.
Any ideas?
